What Flat Roofs Cost in Minnesota (2026)

Flat and low-slope roofing is priced per square foot of membrane, and in the Twin Cities the installed ranges are consistent: EPDM rubber at $7–$10, TPO at $8–$12, and PVC at $9–$13. Tear-off of an existing roof adds about $1.50/sq ft and new rigid insulation about $2.50/sq ft. A typical 1,500 sq ft flat section — a rambler addition, porch roof, or small commercial bay — lands between $10,500 and $18,000 for TPO before extras. EPDM vs. TPO vs. PVC: Picking a Membrane

EPDM (the black rubber roof) is the budget veteran — simple to install and repair, happiest on garages, additions, and shaded roofs. Its dark surface absorbs heat, which matters less in Minnesota than in Dallas. TPO is today’s volume leader: white, reflective, heat-welded seams stronger than the membrane itself, and mid-range pricing — our default recommendation for most low-slope work. PVC costs a bit more and earns it where grease or chemicals are present (restaurants) or where you want the longest membrane life and the strongest weld integrity. All three handle Minnesota freeze-thaw well when the details — seams, terminations, penetrations — are done right, which is 90% of flat roofing.

Why “Flat” Roofs Are Never Flat (and Why Drainage Is Everything)

Code requires at least 1/4″ per foot of slope to drainage. Water that stands more than 48 hours (“ponding”) ages any membrane fast, voids some warranties, and in winter becomes a skating rink of freeze-thaw stress. Good flat roof design is really water-path design: tapered insulation to move water, sized drains and scuppers, and overflow provisions. Low-Slope Sections on Pitched-Roof Homes

Plenty of Twin Cities homes carry a hidden flat section — over a porch, dormer, or addition — and it is often the source of the mystery leak.
